The numbers represent "units" of work. Doing a final proof-read, or typing up edits (though annoying) is easy, and only counts as one unit of work. Earlier proof-reads are a little more intensive, and therefore count as 2 "units" of work, while the actual writing process (aka drafting) is the bit where all the magic happens, that's 4 "units" of work.
